20-24 January 2014 – Training Seminar on HR Management and Administrative Leadership

The Training Seminar on HR Management and Administrative Leadership attended by Public Administration Officials of Libyan Institutions was held at the MENA-OECD Governance Programme Centre of Caserta from 20 to 24 January 2014.

Implementing Public sector reforms that promote good governance is among the most pressing priorities of the Libyan Government and fundamental pillars of the on-going state building process. The seminar, organized by the MENA-OECD Governance Programme Training Centre in collaboration with the Ministry of Labour and Capacity Building of Libya, the National Institute of Administration of Libya and the Italian National School of Administration, is conceived to support Libyan officials in achieving these goals by providing them with the opportunity to deepen their knowledge and skills in the sector of Human Resources Management and Administrative Leadership.

Human resources are at the heart of any organization and their management is a central issue especially in the current Public sector reform that many MENA countries have been undergoing recently. The modernization of this sector, toward a more efficient and cost- effective profile, has put the strategic management of human capital to the front-line, with increasing calls for the Public Administrations’ HR function to play a more central role.

The quality of human resources is essential to make Public Administrations able to deliver on their mandates and goals. Main issues involving the human resources management include among others: organisational development, performance management and evaluation, assessment and attribution of competences, employee motivation, communication, career-long learning and assessment of training.

By combining HRM with Administrative Leadership, the seminar delivered a much more integrated approach to the efficiency enhancement process in Public Administrations, offering a hands-on tool for communication and management skills improvement.
